A tithi that touches no sunrise is kshaya and names no day; one that touches two sunrises (vriddhi) names both. Festivals do not always follow this rule: Karwa Chauth is decided at moonrise, Diwali in pradosh kaal and Janmashtami at midnight, so each festival's own page applies its own moment.
