How the Sankashti Chaturthi date is decided

Sankashti Chaturthi is the Chaturthi of Krishna paksha, and it is decided at moonrise: the fast ends when the Moon is seen, so the day is the one whose moonrise falls inside Chaturthi. Moonrise moves by well over an hour across India — far more than sunrise does — which is why the moonrise time, the number the fast actually turns on, is printed for the city you choose. When Chaturthi is running at moonrise on two evenings, the first is kept; when it touches neither moonrise, the fast is kept on the day Chaturthi is running at sunrise. A Sankashti on a Tuesday is Angaraki Chaturthi. The Magha one is Sakat Chauth and the Kartika one is Karwa Chauth, both in the purnimanta reckoning of North India.
